The Olympic Peninsula Rowing Association (OPRA) is a USRowing member organization, and follows USRowing's SafeSport policies. In particular, that means that we implement proactive policies designed to prevent abuse. This includes:
Here is the full 43-page USRowing SafeSport Policy Manual, which by default is also the SafeSport policy manual for the Olympic Peninsula Rowing Association. For a quick summary, it includes definitions, policies that lessen the chance for abuse, specifies prohibited conduct, reporting procedures, and the process within USRowing, SafeSport, and law enforcement to respond to the reports. Here are some highlights or key sections of each of those categories.
DEFINITIONS
An Adult Participant is any adult (18 years or older) who is a member, employee, or board member of OPRA, and is within the governance or disciplinary jurisdiction of USRowing or OPRA. This also includes any adult authorized, approved, or appointed by USRowing or OPRA to have regular contact with or authority over minor athletes. This may include volunteers, staff, chaperones, adult athletes who have regular contact with a minor athlete, board members, committee members, etc.
Regular Contact is an ongoing interaction where an Adult Participant is in a role of direct and active engagement with any minor athlete. USRowing defines ongoing interactions as five or more instances of In-Program Contact during a 12-month period.
In-Program Contact is any contact (including communications, interactions, or activities) between an Adult Participant and any minor athletes related to participation in sport.
A Dual Relationship is an exception applicable to certain policies when an Adult Participant has a dual role or relationship with a minor athlete and the minor athlete's parent/guardian has provided written consent at least annually authorizing the exception. The Parent/Guardian is encouraged to watch the SafeSport Parent video before providing that written consent.

The three main components of the Minor Athlete Abuse Prevention Policies (MAAPP) are to educate and train certain Adult Participants, limit one-on-one interactions between Adult Participants and minor athletes (required), and the recommended component of having the athletes and parents receive education and training.

REPORTING PROCEDURES
- Tracking of whether Relevant Adult Participants under our jurisdiction complete the required SafeSport training
- Offering (optional) training to Minor Athletes (subject to parental consent). This is available through the USRowing portal.
- Offering (optional) training to parents on the prevention and reporting of child abuse.
- Implementing (Minor Athlete Abuse Prevention) MAAPP
- Having a reporting mechanism to report misconduct. That mechanism is as follows: if you suspect misconduct has occurred, report it to the Head Coach or another member of the Board of Directors.
